I wonder if I still retain copyrights to my work published in Reflections on the Web. Or if i can submit these poems for a writing competition, would I have to declare that they were published first for PIP anthology?

Just want to do the right thing

You still retain all rights.  It's up to the competition's guidelines about previously published materials which is the real issue.  I'd look into those.
